Design, Build and Configure an Outbound Bulk Email Delivery

We have a large database of millions of emails and we need someone to create a server system to deliver the emails. The rate should be 250,000 – 500,000 per day. The freelancer should have many years experience working with email systems and thoroughly know how to avoid problems related to blacklisting of IP and domains. We also need reporting that will provide us with delivery and open rate. We are looking to have 3 servers with multiple IPs so that we can have multiple options for sending emails. We also need 3 servers because each server will be segregated and used for a different purpose: Server 1 will test email delivery and clean our list. Server 2 will send to good emails and optins. Server 3 will send to web-based email like Hotmail and Yahoo that have strict spam policies. Your job will be to configure all three servers. The freelancer should understand how to configure each server rdns, domainkeys, dkim, sender id and spf. We would also like a long term relationship to monitor our IPs to make sure they are clean and our servers are optimized for the right balance of sending speed versus IP reputation.
