Create REAL ICON on any Desktop that works as a Shortcut

For 23 years in the past, we distributed an installable software product that created an ICON on the desktop that users would double click. This started the application, just like all desktop icons that start exe program files on the PC. NOW - We have converted to a cloud based platform so end users log into a website. After their account is set up, they miss having the icon on their desktop. They can create a shortcut, which looks similar, or sometimes totally dis-similar, but they really want that icon. THE PROJECT: I have an ICON FILE which is .ico for the ICON we want. Shortcuts use the fav icon from the website they are short-cutting to. I want a way to put that real icon back on their desktop and when they click it, it simply shortcuts them to the appropriate website. See the graphic? DELIVERABLE: So the project deliverable must allow us to provide our end users an icon for their desktop that will get them to the login screen, not a shortcut, but an icon and it should act as a shortcut. In addition, this must deploy to the end user flawlessly and cannot require ANY technical support from us to the end user at all. The product should not need special permissions or anything other than saving it to the desktop. I am looking to have this in 48 hours after acceptance. Please only reply if you completely understand the project and you know how to do this. OTHER INFO: I use several developers on freelancer, and other platforms regularly. I like to find new people for larger more involved projects by locating people who are good at small projects.
