Presta Shop Cutomization

I have a presta shop site on which i need the following to be done: 1. I want my customers to be able to rate products 2. I want the 36 states of Nigeria included in the shop 3. On the ccheckout page, i want the customers to be able to put in the state in which they want the products delivered to as presently there is no option for state 4. I want to be able to set different rates for delivery depending on the state the product is being delivered to. 5. I want the background of the shop to be pink but i want the theme to remain same. 6. Remove company from the options for delivery address And a little much more Please the budget for this is between 30 to 50 usd only. thank you
