Hi Greg, I hope not being a bit too late for this one. The core of my expertise is database development, as my job references will tell you. Not sure about the actual scope and timeline of your project, but I'd bid your minimum figure $5000 (plus FL commision) for developing the entire db, while just adding a Change Management function to an existing db would cost $3000. I'd like to break the task down in a couple of steps set as milestones, to be released upon delivery of each functional part. The milestones proposed are for a full development, goals/deliverables for each stage are to be discussed upon review of detailed requirements.
