Convert utf8 and other charset into unicode and translate using Google translate

I have 12,191 keywords that are either encoded using UTF8 or other charsets which are unknown, for each keyword you also have a URL and title in the same encoding so you can open the site, and by the position of the keyword get it. The source input would look like this: Keyword, count (Trailer URL - title) For each keyword I want the Unicode word, the translate using Google translate and the language it's at, so a sample output would look like this: keyword| translation| language It will be done under the keyword in the files I supply, attached is a sample file.
