Please read & understand in entirety before responding. Do not provide any irrelevant info. Build a utility to convert from an image capture (a .BMP, PDF, JPG, JPEG etc. type input file) to an editable VB.NET Form. Our preference will be for you to use MS Visual Studio to build this app in. If you prefer to use something else, please identify the intended editor product & get our approval. We shall need & own full source code & supporting documentation about the work before releasing payments. Submit work regularly for review. Any questions or comments need to be posted with response, else we shall assume that you fully understand the needs & accept. Provide an estimate of the time it will take. First phase do non-text work. Use OCR in second phase. Please provide a breakup cost for these 2 phases (else we assume it is 60/40). Our budget is flexible. See details in attachment also.
