Simple codes for asp.net core 3.1

I have a project i want to do exactly : 1-Simple edit on load data i want to load the data with simple condition when the "column request" =1 and with group name of employee to grid , edit button to set the" column request"=0 and the project is ready. 2-Simple code using notify+Signal R :when i insert the data and" column request =1+group name" will be appear in header notification with sound , if i click on the notify will go to the page that related with notification . 3-I did not want to create from new project just using TeamViewer to edit on the project already found. 4-I need someone is already build something like that not from scratch and i search for long term. Budget=30$ Max time =3 Hour or less .
