Build me a middleware converter program for windows -- 2

The objective of the program is to be like an orchestrator converter program where it converts biometrics data to a text file. The data will be pulled from the servers where the biometrics are installed and this is a standalone program with NO integration to any other external modules. Program logic workflow: Biometrics -> Data output in Excel -> Middleware Program -> Data output in Text File The objective of the middleware program is TO BE ABLE to clean up redundant time entries (multiple clock-ins and outs), remove duplicates, clean up time logs to follow "First Clock-in, Last Clock-out" rule and convert excel file to text file (text file tab-delimited) to be manually and readily uploaded to the SAP system. Preferably, I'd like the management software program to be also a centralized program. Wherein, the main office will be the one who's in control of the centralized software and the other sites/plants will only receive certain authorization on what biometrics data to see. This authorization will be set by the main office. The program will be mainly dependent on the functionality of the converter program itself and less on the UI/UX
