Need Research of Online PhD programs for Computer Sciece

I am using MIT Online ([login to view URL]) To study for my PhD in Computer Science. I want to enter a graduate online PhD course for a CERTIFIED PhD Degree. (I almost had a Masters in Computer Science before I left America. I do have a Masters in Math). However, because I live in China now, I CANNOT afford most America's course fee. So, I am hoping for information about online programs in Other English speaking or Spanish speaking countries. PhD in Computer Science. ALSO, VERY important. I am wanting to work with fellow students or professors to work on publishing papers. I already have 1 paper published with the help of my professor. I want to do a lot more. If you can help me find professors to work with and I would be willing to give you a bonus. If you accept this project - then you must agree to these terms. 1) You MAY NOT provide me with ANY program that is "Buy your diploma".
