Develop an Android app for WhatsApp (e.g. a wrapper) that automatically creates a new group

We want to be able to direct incoming WhatsApp messages from new clients to different mobile phone numbers simultaneously so that two or more operators of our company can read a new incoming message immediately. The first operator available can answer it and the entire conversation is copied to all participants. The simplest way to do this is to create a new WhatsApp group that includes all operators and the author of the incoming message and then tell all group members to communicate via this group. This feature exists already in WhatsApp. Unfortunately, creating a new group is possible only AFTER the first message from a new caller (client), so the message will only be read by the operator that received the message. If this operator is not available, nobody will answer the message in a timely fashion. The objective is to automate this process in a way that an app listens to incoming messages, and if the message is from a number that is not yet a member of one of the existing groups, it distributes the incoming message to the other operator(s) and then creates a new group that includes the new caller and all operators. Then it waits an adjustable time and if no operator answers within the time limit, it sends an automatic standard reply via the group, so it is also received by the new caller. All messages that are sent via the group are automatically sent to all participants of the group. At this point the task of the app is complete. All further actions are done by members of the group. If the same caller calls again at a later time, the app recognizes that a group already exists, and does nothing because the related WhatsApp group will automatically copy any incoming message to all group members. The problem is that the app will probably not be able to use the WhatsApp API because Facebook, the owner of WhatsApp restricts its use to certain companies that then sell products based on the API to end-users for fixed and monthly fees which are too high for smaller commercial enterprises. We are looking for a solution for 2-4 operators and a basically unlimited number of clients/groups (limited only by the available memory space). The waiting time should be in the range of 10 seconds to 10 minutes and the automatic standard reply should be editable. As we think that such an app could have 1000s if not millions of users worldwide, we would offer the developer a commercial partnership where we would collaborate with the development, the beta-testing, and the commercialization and share the profits. If the developer prefers to just get their work paid, we can do this and will be the exclusive owner of the app. We are looking forward to receiving your proposals.
