The developer should be able to develop better UI on the existing code and should also be able to make changes to the backend portion(firebase) if required. The developer should have a grasp on frontend developement but should have the knowledege to make changes in the backend as well. UI needs to be revamped but backend requires some minor changes as well. You need not to build anything from scratch just basic changes in existing application are required and UI changes
