The utility should compile a CSV file containing a summary of how many pages contained partial redaction and how many pages were redacted completely. Next the utility should set the properties of the redactions (some redactions should be white and some should be black) based on the Redaction code that has been applied. Pages that are fully redacted should be removed from the PDF. Finally, the processed document should be saved back to the file system, overwriting the source file.
