Open CSV with visual studio 2008(repost)

I want to open a csv file with visual studio 2008. My previous attempt uses the jet4.0 libraries. But as i have found out, these do not exist on 64 bit systems. I have tried to drop in the msjet40 and msjet40oledb files into the system 32 folder, but that does not work, i have also tried to register them using regsrv32.

I have seen code such as this ([url removed, login to view]) that allows you to read in the csv line by line. But when it comes time to splitting the columns, you can only use the .split() function, which i am sure does not account for something like so:

"Wendell","Frohwein, jr","555-555-5555"

Notice the last name field contains a comma.

So what i need is a way to read in the csv, and load the rows and columns into an array so i can access the values.

There is not much more to say. What i need in a summary is:

1. functions that plugin to visual studio 2008 that are:

a. written in visual basic

b. can open csv files on the local file system or from a url

c. put the csv rows and columns into an array that can be accessed in way similiar to: [url removed, login to view], [url removed, login to view], etc...

In order for me to test the code before purchasing it, you can compile the application into an executable that displays elements of the rows / columns, or send me a video capture of you using the program.
