French Transcription

I have some videos in French with a total of 3-4 hours. The videos are very clear. I need to get them transcribed with time codes in a word file and then put them in the SRT format so that subtitles may be created. My budget is around US $25 for transcription of one hour of video. Let me know if you can do this without any glitches.
