Build a simple program that keybinds photos

Looking for someone to design me a program that keybinds photos, with ability to select default photo.

Hey! I'm looking for a program that will make my animating easier.

Looking for a program that will swap between a default photo, and keybinded photos/gifs.

For example;

Default photo shown is pacman with mouth closed.

Pressing the up key(or binded key), will swap to a pic of pacman with mouth open.

Releasing the key will then return it to the default photo of pacman with mouth closed.

Pressing the down key will swap to a gif of pacman dying. Gif will loop until key is released.

I need to be easily able to edit the keybinds and photos selected. Will also need to be able to fullscreen the application.

Ability to swap between no output, and output in gif form.

Desktop app needed.
