Conversion of excel file data format

Input file in spreadsheet format has the following features:
Column A: Name
Column B: numbers delimited with column or comma or showing a range using hyphen.
other columns - random data.
Output file must have format:
Column A: Name
Column B: one number per line
other columns - random data.
Task is to create a macros (preferred) or external application that would convert spreadsheet in requested format: one number per line.

than 7 lines are created.
In put data can also be mixed:

resulting output should show:

with other data dulicated to each new line.

The amount of data per converted file varies from few lines to several thousand lines. Generally it should not exceed Excel limit of 56K records.
