Multi Category Directory for Softwares via Wordpress

I am looking to build a Multi-Category directory for software solutions. The directory must have a home page which list 5-6 main categories, When users click on the main categories, he/she can see top 10 lists of the category, and then sub categories. IN sub categories, he/she can see listings.
Admin must be able to rank the listings.
Listings must have multiple tabs for segregating the information.
Users must be able to submit their listing through a form for the Admin to see and approve.
