Wordpress Theme Modification

I urgently need a website designer who is good in modifying wordpress themes to accomodate clients requirements. He/She should have a good designing skill and experienced in modifying wordpress themes.

The job is to modify a themes header and background color and in place create a header with a logo, slogan and one more image also change the background color to what I want.

I don't think this should take more than 2 hours for an experienced wordpress designer.

My max budget for this project is $40. Bids over $40 will be ignored.
