Static Block Implentation and Navigation Bar Redesign

We are a jewellery website, looking for changes to the navigation bar of our website, as well as changes to the landing page and category pages.
We require the following-
LANDING PAGE- implementation of static blocks on landing page. At present, our landing page does not display static blocks properly, possibly due to the custom theme developed by our previous web design company. We must be able to display static blocks on our landing page, and to be able to specify the size, position and content of each block so that we can rotate their content regularly.
-implementation of search bar and account login options. Again, possibly due to our custom theme, the search bar does not display, in spite of appearing in page source. This must be visible, and located in the upper right corner of the screen as it appears at category and product level.
CATEGORY PAGES AND PRODUCT PAGES – Ability to display a static block at the bottom of each category and product page above the footer. This static block will be category specific, so we need a different block for engagement rings, pendants, earrings, watches, bracelets, etc. The default static blocks for categories appear at the top of the page, just before product results. We need this block to appear at the bottom, underneath product results.
NAVIGATION- the navigation bar requires a complete overhaul. At present it functions as a basic dropdown menu showing categories and dropping down into subcategories.
We want the menu to function as shown in attachment "Nav bar example".
Customers should be able to navigate by Magento attributes like designer, price brackets, materials, precious stone types, etc. We should be able to specify which attributes display on the dropdown menu.
The changes to the navigation menu may be a bespoke solution, or achieved through Magento extensions. Either way, the responsibility for implementing the changes will be the developer's. If the project goes smoothly, we would look to working further with the developer in improving the website.
