Build Website - 'Facebook Like Exchange'

I am looking for someone to build a simple yet effective Facebook like exchange site for me.
Similarly to other social media exchanges, I would like this site to be a simple 'like exchange' for Facebook pages. I do not need other social media functions like Twitter, Google+ etc - only Facebook.
I really like this site - [login to view URL] - which is a lot more complicated than mine needs to be. I have contacted the people who supplied the script for that site and they advise that they no longer offer Facebook functionality in their script.

So what I am looking for is someone to use this script or a similar one, and build the site for me. I have a domain ready to use.
In your proposal please let me know your ideas and the way you would go about this.
* I forgot to mention - I also need to be able to manually approve the new registrations (the exchange will be targeted to one country). In your proposal, please confirm that this will be possible. Thanks.
