Web promotion for a health site

I am looking for the best specialist or company to create and manage a web promotion strategy for a health web site.

The site consists of a rapidly growing number of well written and original articles about a wide range of medical and health related subjects. It is designed from the ground up to be as SE friendly as possible and has been available on the web for about one year, though with little content for most of that time.

There is also a new blog associated with the site which has frequent(almost daily) updates with professionally written posts.

Its index page is currently only PR 2
