Interview Video Editing For Multiple Videos

I have 16 interview videos I need to have edited. They range in time from 20 minutes to 70 minutes.
What I need is the following:
1. the beginning and end edited so that there is a distinct beginning and end to each one. You can also remove the introduction from all the videos that have one.
2. Listen to the audio and edit any 'non-relevant' conversation out of the recording. For example... during a couple of the interviews there were some technical difficulties so the interview stopped and they just talked. That needs to be removed.
3. Save an edited full length file for each one.
4. Cut each file in to 15 min segments and label them accordingly. Make sure not to cut them mid sentence. Find a transition point and cut it there.
5. Pull the MP3 audio from each full length file and label accordingly.
6. Pull the MP3 audio from each 15 minute segment and label accordingly.
7. Upload all video files to my vimeo account.
