FBX to streaming VR

I want to develop a tool that will convert fbx files so they can be viewed using VR headset.

I need the following functionlaity:

1. A tool that will convert the fbx file into the needed format.

2. Be able to stream the VR content over the internet.

3. The ability to multiple users to be present in the same VR session and communicate with each other and see annotation mark-ups in both sessions.

4. I need the ability for you to create custom UI form interfaces that are visible within the VR sessions.

I am familiar with 3D tools and models, however the whole VR concept is out of my scope. I am looking for someone to offer a complete solution for the above project and this would probably turn into an ongoing contract.

I am looking at utilising as much existing technology that is available e.g. Unity etc.

Please note for you to be considered for this project I will required detailed steps on how you plan achieve this, not just a generic reply that you can do the work.
