Setup lt2p vpn between router oxygen vdsl2 multi-gateway router and asus DSL-N14U router

Hi, I want to create vpn l2tp connection between Asus DSL-N14U router (Client) and Oxygen Broadband VDSL 2 multi-gate Router (Server). Both have public IPs but I cannot figure it out myself. My goal is to connect two lan(s) that is separate cities. Both lan(s) should be in the same subnet. I want router to router connectivity to access pc's at any time and use features such as Wake on LAN. If you have a better idea on how to do all these above, it is accepted... You can work in both areas through Teamviewer 12. Thank you in advance!
