Custom Power BI Visualization (.pbiviz) - reposted

I'm reposting this as there was bit of confusion among bidders about the requirement. The output I'm looking for is a custom visualization (.pbiviz) NOT a dashboard (.pbix). This requires the knowledge of custom visuals SDK and javascript programming.

I need a visualization to show different types of road defects based on distance (length from start or chainage) for different years. The x-axis is distance and y-axis is the year and status. Data color scheme is based on defect type. Length of the bar shows how long the defect is.

In Tableau this has been done using Gantt chart where the x-axis is converted to distance instead of date.

In Power BI I couldn't find a way to change the x-axis to distance. Hence need a custom visualization.

I've attached a sample of Tableau viz. Can send a data sample if needed.
