i have a problem on my website

and need someone to investigate and fix

to explain the system briefly:

there are online agents that submit applications through a special admin we created

and if they submit the application while the office is closed, then these applications stay in the database with no ref, and no receipt is generated.

when the office opens, then a start day procedure executes, and these applications are supposed to get a ref and some other data is calculated,

and a receipt should be created with the correct values and receipt No.

i think there is a problem in the start day procedure

what is actually happening right now is this:

1- not all the applications are getting the ref and other data - only the first aplication is getting a reference

2- the receipts are generated wrong with some values as 0 and with no receipt no.

3- records from other offices which have not yet started are also getting empty receipts records generated.

i need someone to investigate why is this happening, and to fix it.
