Fix PHP mailing Script on My Site

I have a custom email script on my website.
It is designed to check my email every 10 minutes.
If it sees an email in the inbox, and that person has never sent me an email before, it should autorespond with a single email message, which it is doing.
Then, if that same person ever sends me another email, it should not respond with any additional emails forever.
However, it doesent seem to be following that second rule. And in some cases people are receiving the same initial email many times, even though they only sent me one email.
I need someone to look over the code and figure out why its not working and fix it.
Deadline, 2 days.
