Custom shoutbox for vBulletin

I am in the process of working on a new project and I need a experienced PHP coder to do a little job for me.

I need this shoutbox:

On a vBulletin forum.

That shoutbox is on a forumotion website, a free forum platform but obviously I am not using there software, but I really like there shoutbox.

I dont no what the best way is, I was thinking you could just customise a pre made vbulletin shoutbox plugin, I dont know.
