Create small Windows app that records audio and segments clips

I am looking for a simple program that will record audio from a sound card 24/7 and save as MP3. It will need to have adjustable settings to change where the file is saved and named, the ability to change if file is nested month/week/day folders what the source is, the encoding details, and the schedule it runs. It should have an on/off button and the ability to run 24/7 (in a protected mode so it can't be closed unless stopped.)
I've tested this code, which works; I would like to do something like this:
Download ffmpeg-XXXX-win32-static.7z for Windows and extract it with 7-zip or Winrar
Copy Bin\[url removed, login to view] to a folder of your choice (You can delete the other files & folders)
Create a new text file and paste the following code.
Save the file as [url removed, login to view] in the same folder as your [url removed, login to view]
