Bug Fixing of a PHP Website

Hello, I'm searching for someone that could help me fix some bugs on my website, the website is all custom coded.
The website stores some URLs and gives back to the user a code connected to that URL, the problem is, when the user enters an URL for example long 128 chars, the system bugs itself and doesn't give back a code to the user but stores the link in the DB.
It also should give a different code for each link, if I give [login to view URL] as an URL let's say it gives me back 24FFF as the code, but now let's say I'm trying to store HTTPS://[login to view URL], it'll give me back the same code as the previous one, 24FFF. Even for the slightest difference between URLs, it should give back a different code.
I'll not answer any offer above €15.
