46512 Website design/database work

This project consists of this: A user is directed to the website where the user will enter a password (the user will already have this password) and their email address. The website will record the fact that the password has been used as well as record the email that is input with the password. The password will then be put through an algorithm that I will provide, and issue the user a registration code back based on the password and the algorithm. The registration code is logged as to which password it comes from. The website is for the issuing of registraion codes for our software. So if the password is used again it bypasses the algorithm and gives the original registration code back. It must also allow for the operator to upload a list of passwords to the site that can be used and tracked when used. I will need the website simply designed and setup as well as the email setup for the domain on the server. I need this done ASAP.
