Web Site with Custom CMS

I want a website with a custom CMS. I don't want to use a CMS like joomla or wordpress, I want this coded from scratch.

With the CMS I should be also to:

* Create pages (and edit / delete)

* add menu items

* Edit Page Content, h1, text, links

* Upload images for banners (and change image alts)

* Change adsense ID

* turn on / off adsense ads

* change google analytics ID

* admin area should be password protected and changing password from inside control panel also.

CMS Should be bug free, well structured and easy to use.

You should also design a nice layout for the user side of the site in pure css.
