Picture not displaying on website after adding it in admin

This is a request that's previously been addressed, but not working again. When a picture is added to an admin area along with other information, all other information is presented on web page, but the picture doesn't appear. This should be very simple and quick to correct, but I need it where it won't occur again. Once accepted, i'll give you ftp to the site and admin access.
