Install a php site and adjust it

I have a PHP Site program, which has admin panel and front end-----English Language.

I want to install it three [url removed, login to view] need make front end three languages----English, Arabic, Chinese.

I already have default english site.

Need:

1. the three admin panels can shift by link, no need login three times to upload site content

2. adjust front-end logo to a larger size.

3. adjust front-end for Chinese (some chinese language cannot appear )

4. adjust the front-end for Arabic page(Make it right-aligned(rtl)) and adjust some title which not appear
