Graphic job submission and tracking

I am currently putting together a project for a website. I am looking for someone to develope a website where customers (and designers and publishers) can log in and select from a small set of actions. If they select (for ex) "Build Ad" they are brought to page that displayes the options as images (ex. full page, half page, quarter page and coupon). Once they select the type of ad it displays that ad's template. They should then be able to input text and graphics (stock or upload their own) to the various areas (preset, ex: Area One is for Logo, Area Two is for description, etc...). It should attempt to "size" the graphics to the area on the ad. Once this is done they will submit the ad (submitted ad).

A unique ID number will be attached to this ad (with information on who submitted it, etc...) and then e-mailed to an address. Customers should be able to view their submitted ads, status of ads, proofs and final pages, etc.... The website should accept ads from designers and post to the appropriate customer (who submitted it) for approval (these will be called "proofs"). The customer should be able to "edit" (change graphics, make corrections to text and make comments) this ad proof and re-submit with these changes or approve ad to publish. Notification of approval or modifications needed should be e-mailed. If approved this should be moved to the "final pages" area for final sign off.

We should be able to create a pool of designers and the application and each should have a separate "queue" or work load. The website should be able to distribute submitted ads to a designer (queue) via ftp to a specific folder (with e-mail notification to the designer) up to the determine queue maximum (ex. Each designer can have up to 3 ads assigned to them. Once all designers have been assigned three ads no more will be sent them). Once a designer completes and ad and submits it to the website this is removed from their queue and another ad (if any are waiting) is assigned to them. If any ad proof requires changes this is submitted to a second designer queue (proofs) and sent to them.
