amend magento site(simple job)

we need someone to do these simple tasks on our magento site

1) amend the checkout to have

a) date and delivery timing

b) customer comment

2) insert a simple html tag on all the product detail page(quick overview) preferably use sql insert for this

3) amend the checkout page color to suit the theme. just a simple color amendments only

4) amend the payment mode bank transfer and paypal to give 3% discount on the entire order
