Simple uploading website

i require a simple but good looking easy to use site, to create a community for people to upload videos from the mobile phones.

i need some advice aswell, the main the thing is the website design as the be very nice.

its a fairly simple site so i shouldnt think it should cost much, but please put ur proposal forward
