374703 FTP Account Creation

Need the following:

- Connect to a remove server using serverip, accesskey etc.

- PHP function to create a FTP account on a remote server (set username,password and amount of allowed HD usage).

- PHP function to delete a FTP account on a remote server.

- PHP function to check the amount of used diskspace for a specific account.

- cPanel will NOT be available on the remote server hosting the FTP accounts.
