Excel Graph Modification

It's a basic task, attached is an excel sheet with a graph.
I need the blue line (labeled as "APCU") to start at the middle of 2008-2009.
Basically, the line should be at zero from 2006 until middle of 2008 => then go up to the middle of 2008-2009 to 7.31% (value is highlighted in the graph).

It doesn't matter how you do it, all I need is something (the graph) to copy/paste into word document...that's it.
If you can send me a graph to copy/paste with the above description...that's it, it's all I need.
