Web Scrape Data from Web Source to MySQL database

I'm looking for an expert in Web Scraping to build a web application to scrape data from a public web source to a MySQL database.
The web app will do the following:
1. Connect to public web source which is a xhtml table with multiple pages
2. For each row:
--> Scrape 3 columns of data
--> Click link to get a web URL
--> Use web URL in [url removed, login to view] and get the global and local results
3. Enter the data into a MySQL database
4. Run by cron job (once a week) and retain historical data
