Website Update: Joomla w/ some HTML Conversion

This is the second level of this project. The first was completed very efficiently by a Freelancer project before, which required the complete Joomla conversion from an HTML site, so the hard work is all finished and 95% complete.
The requirement for this project is simple. All current photos, icons and anything that is currently not fully editable in the Joomla control panel must be converted to Joomla full edit capability. We want to be able to change any photo or any icon currently on the site via the Joomla control panel, without having to go into the server and replace pictures/icons or anything that is not currently Joomla. All footnotes on the site are still HTML and need to be editable.
For example. On the front page there is a simple flash picture banner and there are icons on the right middle tool bar, as well as a footnote text. All of these should be readily editable via the Joomla control panel for uploading new photos, icons and anything HTML needs to have an edit function. Under no circumstances after completion do we want one of our staff to have to edit files on the server themselves.
This will be a milestone based project and should be completed within a couple of days from start.
