Web-based application of Mask Detection via Facial Recognition

This is a non-commercial project which primarily severed for an academic survey. We'd like to hire a freelancer to build a web-based application as detail in the attached file.
The work includes:
1. Web-page HTML includes a module of facial recognition which can detect face mask using TensorFlows (or your suggestion open source).
2. The module allows to open the Camera from a web browser (ask permission from users) and shows a percentage of confidence in facemask detection + ability to censor the face to keep anonymizing identity.
3. The web application won't need to store the image, video, or identity of users except for counting the number of facemask detection from users (.e.g, 200 facemask detection usage, 90 with mask and 110 without mask).
We'd like to complete the project soon to use for our survey.
