PDF OCR to XML Expert Needed

I have PDF forms that are filled out. These forms can be in a PDF fillable form or an Image. We need to read the forms and input the values into a predetermined specific XML. We have a team of developers, we need someone that has specific skills in OCR and reading fillable PDFs.
Detail spec:
-Prior to awarding the job, I would like to create a paid proof of concept job. Once complete with the POC we will decide to move forward or not. I will provide you a form and the XML – you will need to extract the data from the form and populate the data. When we are evaluating the completed POC we will be using the same form populated with different data… the result should be the extracted data from that form.
FYI: We do have in house programmers. We are mainly a DotNet C# shop. If you use tool sets for the OCR – we will need to evaluate the cost of the tool set… we may want to discuss the tool set prior to starting the POC – to determine the costs if we move forward.
If the POC is successful this job will be a multi month project with a lot of similar work as the POC. As we do not have the bandwidth to take this on in house.
