simple chatroom needed and simple site maintenance

I don't know much computer code but with what little I learned, I managed to build the site I wanted but there are still some things that I am stuck on and need help with.. the coding is sloppy at best and I apologize if it looks horrible. My site is called [url removed, login to view] its an anonymous network that can connect people locally yet keeping them anonymous. Right now I am just trying to build a simple chat room in every local town and city in each state, along with small changes here and there and that's about it for now until I can get more money to do more. Right now I cannot pay much, however very soon I will be switching jobs and be making way more money so after that then I will be able to pay a good bit for any work done on my site. If you do this for me right now though with the price I have listed then I will promise you more work and much better pay for the other projects ahead and I will always come back to you for work and no one else. I am not trying to just get cheap work one time! I am serious! This is all I can afford to pay right now but the one that helps me out right now will not regret it later trust me (: All od the details of what I need done are listed below in the pictures.
