suspected penalty - need rankings for site that used to rank

Suspected penalty for a website. I will disclose the site's URL in PMB.

We have either been penalized, sandboxed, or have significantly lost rankings because of an algorithm change. Our target keywords rank well on Yahoo and Bing (and they used to rank well on Google), so I need rankings to return on Google.

Specifically, to complete this project, the keyword phrase that will be disclosed in PMB needs to rank in the top 50 results (top 5 pages) of Google search engine organic results.

Additionally, freelancer will explain steps taken to get the site ranking again.
