A design for T-shirt printing with a character creation

This task is a test one (it is paid); based on the results, a designer will be selected for the future work with around 15 similar tasks. Please specify how many hours of work do you need approximate for the sketches and for the whole task.
The task
Create a design for printing on a T-shirt. The image must be in the same size as a standard T-shirt.
For the first milestone please create 2 detailed black and white sketches to choose from.
Please create a design with a character with the face of George Washington. Face should be recognizable, but you can draw it in your style. This character should be in be in alternative reality where he is brutal, masculine, wearing some fancy clothes. He can hold some gun or riding a bike or something else. The decision about the clothes, pose, occupation of the character is made by the illustrator. Just make him look cool and brutal.
Also, the print should contain:
1) Quote: “It is better to offer no excuse than a bad one” – this is the quote of words by George Washington
2) Name: George Washington
3) “One dollar’’ as the lettering or as the sign.
4) Some background or frame for overall design harmony
I am attaching a t-shirt with Anton Chekhov, as an idea reference, and some other T-shirts for the style reference.
