Image rollover with text

I have a image that I need to be able to have the rollover effect where text appears when you put mouse over image.
This is the site I can get the ftp info to you:

This is what I need done.
1. I need the text to have a 5px margin around it. (I need the black rollover effect to remain on 100% width and height of the image)
2. I need to be able to add the <ul><li> code within the text being displayed.
( right now when I add the <ul> it the text gets all distorted )
