Finish developing a Joomla website based on a JoomlArt template

The job consists of finishing developing the website at "[login to view URL]". The focus in not on adding content, put finishing the structure for further info to be added afterwards.
The homepage still needs to include some information from the news section, preferably automatically loaded (using the 'featured button' or a tag, maybe?). The idea is to substitute the current 'Highlights' block which requires adding the news in two locations.
The information currently displayed at "About us -> Directive Board' needs to be displayed in the homepage, close to the bottom. A further block in the homepage needs to be added with info from the 5 independent doctoral programs that support this aggregate program.
The news sections should be 'blog' of all past news and events and it should look good. A few dummy news should be added with images to get a feel of the final result.
There should be a way for people to sign up for a newsletter.
A few further optimizations may come along in time from our client. We expect this to be concluded over the next 2-3 weeks.
