Comic / Cartoon Illustration and Design for Web

I need a comic / cartoon illustration designed for use on the web. I will need two different sizes: 1 can be a square version and the other will need to be landscape sized 851x315

The design style is very important to me as I want it to have a certain look. I have attached a sample cartoon that I like as far as the look and feel that I want to emulate with my design. Please only bid if you can design something in a similar style to what I have attached.

The idea:

The idea is to play off of the old fairy tale of the Pied Piper except in this cartoon the Pied Piper should look like Barack Obama and he should appear to be skipping down a path playing a flute. Along the side of the flute should say "The Media" and following behind him should be a bunch of rats that should be labeled "Democ-RATS". In the distance should be a cliff that they are all heading towards.
