c# fix image zoom drawing function

Need this to produce smooth zoom in and out. Its jerky with current solution. It is triggered with ZoomImages(string startBitmapPath, int numberofFrames, string FileName, int startingat, double zoom, string outputDirectory)
Number of frames will usually be 90 -240
Most likely the issue lies in the resize and krop code
It just seems to be jumpy which would indicate its out a pixel here and there.
